Job summary

Luster National seeks Contracts and Claims Specialists at varying levels to support large heavy civil programs including highways, bridges, transit, airports, and water projects. The role centers on contract claims and negotiations, not insurance, with an emphasis on building positions strong enough for dispute resolution.

Qualifications

• Bachelor’s degree in construction management, civil engineering, quantity surveying, or finance, or equivalent experience.
• 5+ years of contract administration and construction claims experience on large, complex projects.
• Experience analyzing claims, requests for equitable adjustment, or disputed change proposals.
• Knowledge of standard contract terms, notice requirements, changes, delays, disputes.
• Ability to interpret contract documents and build entitlement narratives from contemporaneous records.
• Experience with CPM scheduling software (Unifier, Aconex, e-Builder, Primavera P6).

Responsibilities

• Analyze claims and notices of potential claim and lost productivity against contract provisions.
• Evaluate requests for equitable adjustment and disputed change proposals for entitlement and cost reasonableness.
• Review claimed costs against contract provisions, records, and backup.
• Coordinate with scheduling staff to evaluate time impact analyses and extensions.
• Assemble contemporaneous records to support the program’s position.
• Develop independent cost estimates and quantity checks for disputed changes.
• Prepare claim position papers and recommendations for decision-makers.
• Support negotiation and settlement of disputed changes and claims.
