Job summary

Luster National is seeking Contracts and Claims Specialists to support large, complex heavy civil programs, including highways, bridges, and transit. You will evaluate claims, test entitlement and quantum, and develop a position for negotiation and dispute resolution.

Roles focus on contract administration with emphasis on claim development, cost testing, and contemporaneous record assembly to support the program’s position.

Qualifications

• Bachelor’s degree in construction management, civil engineering, quantity surveying, or finance, or related field.
• 5+ years of contract administration and construction claims experience for large, complex projects.
• Experience analyzing or supporting claims, requests for equitable adjustment, or disputed change proposals for entitlement, cost, and schedule impact.
• Working knowledge of standard construction contract terms and public agency contracting requirements, including notice and disputes provisions.

Responsibilities

• Analyze claims and notices of potential claim and lost productivity, and evaluate entitlement.
• Evaluate requests for equitable adjustment and disputed change proposals for entitlement, merit, and cost reasonableness.
• Review claimed costs against contract provisions and cost backup.
• Coordinate with scheduling staff to evaluate time impact analyses and time extension requests.
• Assemble contemporaneous record behind each claim to support the program’s position.
• Develop independent cost estimates and quantity checks for roadway, structures, and utility work.
