The Director of Project Development and Strategy will lead preconstruction for the HV unit, from early opportunity identification through final estimates, proposals and handoff to execution. This fully remote role requires coordinating with Business Development, Engineering, Procurement, and Operations to deliver well-scoped, competitive bids,

Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV/substation projects.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC.
• Strong knowledge of substation and transmission scope and equipment.
• Excellent executive communication and presentation skills.

Responsibilities

• Lead HV preconstruction through estimating, pricing, and bid development.
• Own the preconstruction stage-gate process across HV portfolio.
• Collaborate with Business Development to shape win strategy and pricing.
• Perform quantity take-offs, unit pricing, and labor productivity assumptions.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to leadership.
• Ensure clean handoffs to project execution with baseline estimates.
• Track win rates and productivity benchmarks to refine estimating.
• Standardize estimating tools and cost databases across HV.
• Build and develop preconstruction team via hiring and mentoring.
• Support LNTP coordination to reduce lead-time risks.
