Job summary

The New York City Department of Consumer and Worker Protection (DCWP) seeks a dynamic Human Capital Manager to lead the Recruitment and On-Boarding team in building a diverse and inclusive workforce.

Reporting to the Deputy Director of Human Capital, you will oversee recruitment, onboarding, and special hiring programs, collaborate with DEIA, and promote equitable hiring practices across NYC communities while ensuring compliance with civil service regulations.

Qualifications

• A bachelor’s degree with two years of related community work experience.
• Or high school diploma with six years of related experience.
• Equivalent education/experience with at least one year of the first-level experience.

Responsibilities

• Lead and manage the daily operations of Recruitment and On-Boarding Unit in line with civil service regulations and DCWP policies.
• Represent the agency at community job fairs and events to promote openings and services.
• Build partnerships with schools, nonprofits, and local organizations to diversify the applicant pool.
• Promote civil service exams and job postings through digital and in-person channels.
• Collaborate with DEIA to ensure equity-focused recruiting strategies.
• Oversee the Agency’s LinkedIn Recruiter usage to source and engage candidates.
• Provide updates to hiring managers on pipelines, timelines, and onboarding progress.
• Manage full-cycle recruitment: postings, NYCAPS/eHire processing, outreach, scheduling, onboarding.
• Lead recruitment for interns, temps, volunteers, and consultants in compliance with policies.
• Maintain recruitment protocols and respond to audit recommendations.
