Job summary

New York City Department of Consumer and Worker Protection seeks a dynamic Human Capital Manager to lead the Recruitment and On-Boarding team. You will oversee full-cycle recruitment, onboarding, and special programs while partnering with DEIA to promote equitable hiring.

You will represent DCWP at community events, build partnerships with educational and nonprofit groups, and ensure compliance with civil service regulations and NYCAPS/eHire processes.

Qualifications

• The minimum requires a bachelor's degree with two years of community work experience or a high school diploma with six years of related experience.
• Experience in public sector recruitment and onboarding, with knowledge of NYCAPS/eHire and DCAS processes is preferred.
• Proven ability to lead outreach partnerships and develop inclusive hiring strategies.

Responsibilities

• Lead the Recruitment and On-Boarding unit's daily operations, ensuring civil service compliance.
• Represent the agency at job fairs and community events to promote openings.
• Build partnerships with schools and nonprofits to widen the applicant pool.
• Promote civil service exams and job postings through multiple channels.
• Oversee DEIA-aligned recruitment practices and sourcing via LinkedIn Recruiter.
• Provide status updates to division hiring managers on pipelines and timelines.
• Manage posting creation, NYCAPS/eHire processing, outreach, scheduling, and onboarding.
• Lead recruitment for interns, temps, volunteers, and consultants with policy compliance.
• Maintain recruitment protocols and respond to audit recommendations.
• Monitor metrics and adjust outreach strategies to improve outcomes.
