Job summary

The Salvation Army Southern CA Division in Los Angeles seeks a RUSH Case Manager to support the Rapid Unsheltered Survivor Housing program. This full-time role develops housing stabilization plans, coordinates funds, and connects clients with community services to prevent homelessness.

You will manage a caseload of about 20 participants, document progress, and work with landlords and service providers to secure stable housing and access benefits.

Qualifications

• Bachelor’s degree in social work or related field or 2 years homelessness services experience.
• Must obtain First Aid/CPR certification within 90 days of employment.
• Valid California Class C Driver License or reliable transportation.
• Microsoft Excel: create formulas, charts, pivot tables, and conditional formatting.
• Minimum of 2 years working directly with vulnerable, unsheltered, or homeless populations.
• Strong in Microsoft Office, especially Excel, Word and Outlook.

Responsibilities

• Create individualized housing stabilization plans and meet regularly with clients to promote self-sufficiency, employment, and wellness.
• Distribute funds directly to landlords or property managers, process rental packets, and track disbursement documentation.
• Create individualized housing stabilization plans and work with clients on monthly budgeting to promote long-term self-sufficiency.
• Evaluate client eligibility for funds and collect required income, lease and hardship documentation.
• Respond to crisis phone calls from owners and tenants to link clients to external service providers for intervention.
• Light-touch case management to assist households with budgeting, workforce skills, enrollment in benefits, job search assistance.
• Advocate on behalf of tenants, negotiate lease terms, and intervene early to resolve eviction risks.
• Provide ‘warm handoffs’ and referrals to additional social services, such as public benefits, vocational training, and medical care.
• Administer and track short-term rental subsidies and move-in financial assistance.
• Maintain a caseload of 20 participants.
• Coordinate habitability and lead-based inspections per program requirements.
• Provide engagement and connection to community services, education and career development, and life skills.
• Deliver trauma-informed services and maintain HIPAA-compliant participant files.
• Assist in developing personal budgets and payment plans for housing.
• Prepare reports and perform other duties as assigned.
• Track outcomes and housing status with local resources, health care, and transportation.
• Attend meetings and conduct functions per agency guidelines.
