Job summary

Constellation Inc. is seeking a Federal HR Specialist to support our Homeland Security team in Washington, DC. The role focuses on federal HRM operations, personnel actions, onboarding, records management, and compliance with Title 5 regulations and OPM policies.

The ideal candidate has hands-on federal HR experience in a government contracting environment and will assist with audits, leave tracking, and HR data reporting while maintaining centralized trackers and correspondence for customers.

Qualifications

• Bachelor's degree in Human Resource Management, Business, or a related field.
• Minimum of three (3) years of experience in a federal HR support role.
• Familiarity with federal HR systems (e.g., eOPF, USA Staffing, HRConnect) is preferred.
• Knowledge of Title 5 HR regulations, OPM policies, and federal hiring practices.
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Power BI).
• Strong written and verbal communication skills.
• U.S. citizenship able to pass a background investigation; DHS clearance with CBP or ICE preferred.

Responsibilities

• Support federal HR operations and personnel-related activities in accordance with applicable OPM policies, Title 5 regulations, and agency guidelines.
• Initiate, process, track, and report on personnel actions (SF-52s, position descriptions, classification docs).
• Support staffing, onboarding, documentation, and workforce administration for federal employees and contractors.
• Coordinate onboarding and offboarding activities.
• Maintain and update personnel files and HR documentation to federal standards.
