Constellation Inc. is seeking a Senior Program & Strategy Advisor to support senior federal leadership in establishing, operating, and maturing new DHS programs.

You will translate strategic priorities into actionable plans, establish governance and operating rhythms, and drive complex initiatives across strategy, program management, and operations. The role requires strong independent judgment, stakeholder collaboration, and the ability to provide executive decision support.

Qualifications

• 10+ years in program management or strategy roles for federal programs.
• Experience advising senior government stakeholders and influencing leadership decisions.
• Experience establishing PMOs, programs, or governance frameworks.
• Ability to translate broad objectives into structured plans and actions.
• Technical acumen to oversee automation, data initiatives, and vendor teams.
• U.S. citizen able to pass a background investigation; DHS/DoD clearance preferred.

Responsibilities

• Executive advisory: provide analysis, recommendations, and guidance to senior leadership.
• Stand-up and operate programs with governance, roles, rhythms, and performance measures.
• Develop CONOPS, roadmaps, SOPs, and foundational processes.
• Drive PMO leadership: manage priorities, milestones, risks, and reporting.
• Coordinate across organizations to align and support executive decisions.
• Oversee technology and innovation initiatives with customer-side direction.
