Job summary

HDR is seeking a Principal Program Manager to direct a once-in-a-generation infrastructure program across multiple states. The role delivers executive leadership, complex governance, and environmental stewardship for a major bridge/corridor project.

The ideal candidate has a proven track record in mega-program delivery, federal permitting, and innovative delivery methods, with strong stakeholder engagement and financial stewardship.

Qualifications

• Master’s degree in engineering or related field; PE or equivalent cert preferred.
• 10+ years program management with mega-projects valued at $1B+.
• Experience navigating federal environmental and permitting processes.

Responsibilities

• Provide executive leadership for a multi-billion-dollar infrastructure program across states.
• Coordinate governance with DOTs, FHWA, FTA, USCG and regulators.
• Lead cross-agency teams; manage risk, schedule, and budget at scale.
