Job summary

ClearPlan is seeking a Program Financial Analyst / Tool SME to oversee EVMS across government programs, ensure schedule and cost performance, and prepare critical program deliverables. The role requires travel and strong experience with Deltek Cobra, Oracle, or Microsoft tools.

You will support audits, manage billings, and provide financial analysis to project managers, leveraging MS Excel and standard CPR/IPMR formats. Citizenship is required and DoD clearance is preferred.

Qualifications

• Expert with Deltek Cobra, Oracle, and/or Microsoft toolsets.
• Experience with US government cost-reimbursement contracts and FAR.
• Experience in implementing EVMS and baseline development.
• PC proficiency including MS Excel, Word, PowerPoint and Outlook.
• Strong knowledge of accounting principles, EVMS, scheduling, proposal process, government financial reporting.

Responsibilities

• Oversee EVMS for tracking program compliance, schedule and cost performance.
• Prepare, analyze and review program performance measurement and cost variances.
• Provide cost control and financial support for program management and cost control managers.
• Prepare monthly CPR Formats 1-5 or IPMR deliverables.
• Support customer audits and reviews; communicate with DCMA on EVMS assessments.
• Track and manage post and copy billings and cash collections.
• Generate and analyze quarterly Estimates at Complete (EACs) per policy.
• Work independently to identify solutions and provide strategic direction in a dynamic environment.
• Support management reviews and audits on a monthly and quarterly basis.
