Job summary

ClearPlan is hiring a Program Financial Analyst / Tool SME to support EVMS oversight and cost control for government contracts across multiple sectors. The role requires strong experience with Deltek Cobra, Oracle or Microsoft toolsets, and ability to travel 25% to client sites.

This position focuses on performance measurement, EACs, CPR/IPMR deliverables, and collaboration with program management, DCMA audits, and finance teams. U.S. Citizenship is required; DoD clearance preferred.

Qualifications

• Expert with required toolset (Deltek Cobra, Oracle, and/or Microsoft toolsets).
• Experience with US government cost-reimbursement contracts and FAR.
• Experience in implementing EVMS and baseline development.
• PC proficiency including MS Excel, Word, PowerPoint and Outlook.
• Knowledge of accounting, EVMS, scheduling, proposals and government reporting.

Responsibilities

• Travel to client sites at least 25% of the time.
• Oversee EVMS for tracking program performance.
• Prepare and review performance measurement and cost variances.
• Provide cost control and financial support for PM and cost control managers.
• Prepare CPR Formats 1-5 or IPMR deliverables monthly.
• Support customer audits and communicate with DCMA on EVMS.
• Track program post and copy billings and cash collections.
• Generate quarterly EACs per policies.
• Work independently to identify solutions and strategic direction.
• Support management reviews monthly/quarterly.
