Qualifications

• Bachelor's degree in Public Policy, Public Administration, or a related field.
• 5+ years of consulting and Business Development experience preferred.
• Experience with pre-award, post-award, and closeout processes for CDBG-DR grants.
• Strong organizational skills and ability to manage competing priorities.
• Strong communication and analytical skills.
• Proficiency with Microsoft Office and familiarity with AI tools.

Responsibilities

• Supervise team members, coach performance, and complete annual evaluations.
• Evaluate client needs and engagement scope; oversee quality control of deliverables.
• Support compliance with HUD and related regulations (Universal Notice, Stafford Act, 24 CFR 570, 2 CFR 200).
• Assist in designing disaster recovery programs meeting eligibility requirements and national objectives.
• Contribute to program design decisions and method of implementation.
• Draft/evaluate grantee Action Plan Amendments for CDBG-DR compliance.
• Develop policies and procedures aligning with regulations and Action Plans.
• Support strategic planning and growth by tracking disaster recovery trends and opportunities.
• Engage in business development activities, respond to proposals, and identify funding opportunities.
• Identify gaps and opportunities to increase program impact; travel may be required.
