Job summary

EisnerAmper seeks a Consulting Manager - CDBG-DR in our Government Services Practice. The role emphasizes HUD CDBG-DR compliance and disaster recovery program design and management, with experience supporting state/local grantees.

Supervisory responsibilities, business development, and cross-office collaboration are key components. The ideal candidate will have 5+ years of consulting and BD experience, strong organizational and analytical skills, and proficiency in MS Office plus AI tools.

Qualifications

• Bachelor's degree in Public Policy, Public Administration, or a related field is required.
• 5+ years of consulting and Business Development is preferred.
• Experience with pre-award, post-award, and closeout processes for CDBG-DR grants.
• Strong organizational skills and the ability to manage competing priorities under tight deadlines.
• Strong communication and analytical skills.
• Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint; familiarity with AI tools like Claude, Copilot and ChatGPT.

Responsibilities

• Provide supervisory leadership for the team, coaching staff and conducting annual evaluations.
• Evaluate client needs and engagement scope, manage work activities and ensure quality control.
• Help clients maintain compliance with HUD regulations and Federal Register notices.
• Assist in designing and implementing disaster recovery programs meeting eligibility requirements.
• Advise on program implementation methods and design.
• Draft or evaluate grantee Action Plan Amendments for CDBG-DR compliance.
• Develop policies and procedures aligning with regulations and Action Plans.
• Support strategic planning and identify disaster recovery trends and opportunities.
• Engage in business development, conferences, thought leadership, and RFP responses.
• Identify recovery gaps and propose leveraging resources to increase impact.
• Occasionally work extended hours and travel to other offices or client sites.
