Job summary

EisnerAmper seeks a Consulting Manager - CDBG-DR to oversee complex disaster recovery programs within the Government Services Practice. The role requires HUD CDBG-DR experience and a track record in compliance or policy support for state/local grantees.

Flexible to remote or hybrid work near local offices. Responsibilities include supervising staff, managing engagement scope, ensuring deliverable quality, and driving business development through proposals and thought leadership.

Qualifications

• Bachelor's degree in Public Policy or Public Administration required.
• 5+ years in consulting and business development preferred.
• Experience with pre-award, post-award, and closeout for CDBG-DR grants.
• Strong organizational skills and the ability to manage multiple priorities under tight deadlines.
• Excellent written and verbal communication, and analytical capabilities.
• Proficiency in Microsoft Office; familiarity with AI tools (Claude, Copilot, ChatGPT).

Responsibilities

• Supervise team performance and provide coaching; conduct annual evaluations.
• Assess client needs, define engagement scope, and ensure quality of deliverables.
• Help maintain compliance with HUD regulations and relevant federal notices.
• Assist in designing disaster recovery programs meeting eligibility requirements.
• Determine program implementation methods and design considerations.
• Draft and evaluate grantee Action Plans for CDBG-DR compliance.
• Develop policies aligning with regulations and grantee plans.
• Support strategic planning and growth by tracking disaster recovery trends.
• Engage in business development: conferences, thought leadership, proposals.
• Identify recovery gaps and recommend leveraging resources; travel as needed.
