Job summary

Tetra Tech is seeking a Cost Estimator to support FEMA Public Assistance and other disaster recovery programs. This on-call cadre position develops accurate, defensible cost estimates for infrastructure restoration, emergency work, and permanent work projects, with assignments that can be remote, field-based, or hybrid depending on client needs.

Responsibilities include evaluating damaged infrastructure, developing and validating project scopes, preparing cost estimates, and supporting funding

Qualifications

• 2+ years in construction estimating or related field.
• Experience estimating labor, equipment, materials, and construction costs.
• Familiarity with modern construction practices and project scopes.
• Ability to work with multidisciplinary teams and communicate effectively.
• Proficiency with MS Office (Excel, Word, Outlook, Teams).
• Travel to client sites as required.

Responsibilities

• Prepare conceptual, parametric, and detailed bottom-up cost estimates.
• Develop labor, equipment, materials, subcontractor, and general conditions costs.
• Assess costs for repair, restoration, reconstruction, mitigation, or replacement.
• Create cost analyses for roads, bridges, utilities, and public infrastructure.
• Support FEMA Cost Estimating Format analyses when required.
• Maintain clear, defensible estimate documentation for audits.
