Qualifications

• 10+ years in preconstruction, estimating, or engineering in HV/transmission.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects.
• Strong command of substation and transmission scope, major equipment costs.
• Experience building and leading an estimating team and standardizing processes.
• Working knowledge of project controls, scheduling, and constructability.
• Excellent executive communication and pricing presentation skills.

Responsibilities

• Lead HV preconstruction through estimating and proposal development.
• Own the preconstruction stage-gate process with consistent scope and risk reviews.
• Partner with Business Development to shape win strategy and pricing.
• Direct take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and major equipment vendor bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to leadership.
