Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support cost management on a large-scale, mission-critical construction program. This role covers estimating, procurement, cost control, change management and commercial oversight from preconstruction through project completion in a fast-paced environment.

You will lead estimating, benchmarking, cost reporting, and vendor/client liaison, with on-site presence as needed.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
• Minimum 3–5 years of relevant cost management experience on construction projects.
• Experience on large, complex commercial, industrial, mission-critical, or technology-related construction projects.
• RICS accreditation is valuable.
• Construction consultancy experience is preferred.
• Strong knowledge of procurement routes, value management, and value engineering.
• Experience with estimating, cost planning, change management, and project controls.
• Strong communication and stakeholder management skills.

Responsibilities

• Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending and chairing bid interviews, and managing appointment process.
• Manage estimating services for full project by developing project estimates (construction, fees, direct work and other costs), reviewing estimates by junior team members, and presenting to client.
• Manage cost reporting by establishing reporting schedule, reviewing cost reports and forecasts, and maintaining risk registers.
• Manage cost control by reviewing payment applications, liaising with project managers to recommend entitlements, and handling change orders and disputes.
• Monitor invoicing process and benchmark performance against other commissions.
• Handover and post-contract activities including final accounting and lessons learned.
• Develop procedures for handover and project close-out.
• Utilize Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
