Job summary

Crowe in Sacramento, CA seeks an experienced HR Compliance Manager to own the contingent workforce lifecycle across the firm. You will partner with business leaders to assess scope, duration, and engagement models, ensuring compliance from requisition to offboarding.

The role collaborates with Legal, Talent, Finance, and HR Compliance to manage classifications, SOWs, onboarding, extensions, and terminations while maintaining audit-ready records and strong process controls.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Legal Studies, or related field.
• 5–7+ years of progressive HR compliance or related experience, contingent workforce management, or related experience.
• Must have owned or directly overseen the contractor management lifecycle.
• Professional certification in HR or compliance (e.g., SHRM‑CP, SHRM‑SC, PHR, SPHR, or CCEP) preferred.
• Experience in professional services, consulting, or multinational organization preferred.

Responsibilities

• Understand contingent workforce requirements and recommend engagement approaches.
• Lead worker classification assessments and consult on complex determinations with Legal and HR Compliance Leader.
• Create and manage approved job requisitions and related workforce requests in Workday.
• Coordinate onboarding with relevant teams for timely onboarding experience.
• Ensure contractor engagements have active, approved agreements and SOWs; manage extensions/terminations.
• Maintain accurate start/end dates, renewal milestones, and approvals; plan extensions or terminations.
• Oversee ongoing compliance obligations, documentation, policy/training requirements, and worker status changes.
• Coordinate offboarding with IT, Finance, and other parties; close records and access removals.
• Maintain audit-ready records of classification decisions, requisitions, agreements and SOWs; support audits and reporting.
• Improve contractor lifecycle procedures, controls, reporting, and stakeholder communications.
