Job summary

Leidos Health & Civil Sector is seeking a Software Engineering Lead to oversee design, development, modernization, integration, testing, deployment, and sustainment of enterprise software supporting NIH/NCI missions.

The successful candidate provides technical leadership across SDLC, drives DevSecOps and cloud-native architectures, and collaborates with government stakeholders to ensure secure, scalable solutions aligned with NIH/NCI standards.

Qualifications

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline. Master’s degree preferred.
• Minimum 10 years of progressive software engineering experience, including 5 years leading enterprise software development teams on large Federal IT programs.
• Strong knowledge of modern software development methodologies, Agile frameworks, DevSecOps, and secure SDLC.
• Hands-on experience with Java, Python, Ruby, Oracle, RESTful APIs, and modern software engineering frameworks.
• Experience implementing DevSecOps, CI/CD pipelines, configuration management, automated testing, and IaC.
• Experience developing and deploying cloud-native applications using AWS including Lambda, S3, API Gateway, CloudFront, DynamoDB, Aurora, Neptune, Redshift, QLDB.
• Experience with containerization, cloud migration, and enterprise application modernization.
• Familiarity with SAML and Federal cybersecurity requirements.

Responsibilities

• Lead the design, development, modernization, testing, deployment, and sustainment of enterprise software applications supporting NIH/NCI operations.
• Provide technical leadership across the full SDLC using Agile methodologies to deliver secure, scalable software.
• Establish and enforce software engineering best practices, CI/CD, and DevSecOps processes.
• Develop and maintain enterprise apps using Java, Python, Ruby, Oracle, NoSQL databases, and AWS services.
• Oversee cloud modernization and containerization initiatives within AWS environments.
• Design hosting environments with on-premises and cloud infrastructure for high availability and performance.
• Collaborate with analysts, QA, systems, and stakeholders to gather requirements and train users.
• Support IV&V, automated testing, code reviews, and release management.
• Ensure compliance with NIH/NCI, HHS, FISMA, FedRAMP, and Section 508 cybersecurity.
