Job summary

Leidos Health & Civil Sector seeks a Software Engineering Lead to oversee design, modernization, and sustainment of enterprise software supporting NIH/NCI. You will provide technical leadership across the SDLC and guide Agile teams to deliver secure, scalable cloud-native applications on AWS.

Responsibilities include CI/CD, DevSecOps, database design, and collaboration with government stakeholders to meet NIH/NCI standards while advancing biomedical research and enterprise operations.

Qualifications

• Bachelor's degree in CS/SE/IS; master's preferred.
• 10+ years in software engineering; 5+ years leading enterprise teams on federal programs.
• Experience with NIH/HHS/CMS or Federal agencies.
• Strong knowledge of Agile, DevSecOps, and SDLC.
• Hands-on with Java, Python, Ruby, Oracle, RESTful APIs.
• Experience with AWS, CI/CD, and Infrastructure as Code.

Responsibilities

• Lead design, development, modernization, testing, deployment, and sustainment of enterprise software for NIH/NCI.
• Provide technical leadership across SDLC using Agile methods to deliver secure, scalable software.
• Enforce DevSecOps, CI/CD, configuration management, automated testing, and IaC.
• Develop and maintain apps using Java, Python, Ruby, Oracle, NoSQL, AWS, serverless.
• Drive cloud modernization, containerization, and cloud-native implementations in AWS.
• Design hosting environments (on-prem and cloud) with high availability and performance.
• Oversee database design, security, and data integrity for enterprise systems.
• Collaborate with stakeholders to gather requirements and deliver training.
• Support IV&V, automated testing, code reviews, and release management.
• Ensure NIH/NCI/FISMA/FedRAMP/508 compliance and secure authentication technologies.
