Qualifications

• Bachelor’s degree preferred; equivalent experience considered.
• 5+ years in payroll, certified payroll, or payroll compliance.
• Construction industry experience strongly preferred.
• Knowledge of Davis Bacon, prevailing wage, wage determinations, and fringe benefits.

Responsibilities

• Lead and oversee certified payroll and prevailing wage compliance across applicable projects and business units.
• Ensure certified payroll reports are completed accurately and submitted per requirements.
• Interpret and apply Davis Bacon, prevailing wage, wage determinations, fringe benefits, and related rules.
• Review classifications, wage rates, fringe benefits, overtime, and compensation for prevailing wage work.
• Establish and maintain processes to ensure compliant payroll administration.
• Monitor changes to wage determinations and communicate changes to stakeholders.
• Partner with Project Management and Field Administration to identify payroll requirements.
• Provide guidance on worker classifications, wage determinations, fringe benefits, and payroll requirements.
• Oversee audit readiness, respond to requests, and implement corrective actions.
• Maintain documentation and recordkeeping to support compliance and audits.
• Develop payroll procedures, guidelines, tools, and reporting.
• Identify opportunities to improve processes and reduce risk.
• Provide training to payroll and project teams on certified payroll processes.
