Qualifications

• Bachelor’s degree in Accounting, Finance, Business, Human Resources, or a related field preferred.
• Five+ years of payroll, certified payroll, or payroll compliance experience preferred with leadership/supervisory background.
• Construction industry experience strongly preferred.
• Strong knowledge of certified payroll, prevailing wage, Davis Bacon requirements, wage determinations, and fringe benefits.
• Experience with multi-state payroll and varying state/local prevailing wage requirements.
• Strong understanding of payroll practices, wage/hour requirements, classifications, and recordkeeping.
• Proficiency with Excel and payroll ERP/reporting systems.

Responsibilities

• Lead and oversee certified payroll and prevailing wage compliance across projects and business units.
• Ensure certified payroll reports are completed accurately and submitted on time.
• Interpret and apply Davis Bacon, prevailing wage, wage determinations, fringe benefits.
• Review classifications, wage rates, fringe benefits, overtime for prevailing wage work.
• Establish processes and controls for consistent certified payroll administration and compliance.
• Monitor wage determinations and communicate changes to stakeholders.
• Provide guidance to project teams on classifications, determinations, and benefits.
• Lead payroll audits and respond to requests with corrective actions.
