Job summary

OWL Services is seeking a detail-oriented Prevailing Wage & Certified Payroll Specialist to manage end-to-end payroll operations for a multi-state workforce. You will ensure compliance with prevailing wage laws and act as the gatekeeper for certified reporting and audits.

The role involves processing CPRs, interpreting wage determinations, reconciling fringe benefits, and reviewing subcontractor records to maintain audit readiness across projects.

Qualifications

• 3+ years of full-cycle payroll experience in construction/public works/government contracting.
• Experience with electronic reporting software (LCPtracker, DIR portals) and ERP/payroll systems (ADP/UKG/Dayforce).
• Knowledge of the Davis-Bacon Act, state prevailing wage rules, and union agreements.
• CPP designation preferred.

Responsibilities

• Prepare, review, and file weekly CPRs via owner portals like LCPtracker or eMars.
• Interpret wage determinations to correctly classify trades and pay base rates.
• Reconcile fringe benefits, employer contributions, and union dues to ensure total compensation accuracy.
• Review subcontractor CPRs for compliance across the project pipeline.
• Serve as primary contact for audits and payroll discrepancy resolutions.
