Job summary

Energy Jobline ZR in Fairfax, VA seeks a Bid Office Manager to lead high-quality proposals in response to RFPs, RFQs, RFIs, and other solicitations in the U.S. and Canada, covering tolling, back office, ITS, fare collection, CAD/AVL, and Connected Vehicles solutions.

You will oversee the USA Bid Office, allocate resources, control costs, and ensure compliant, persuasive submissions while aligning with the Spain Bid Office and reporting to senior Mobility executives.

Qualifications

• Bachelor's degree and experience leading multidisciplinary proposal teams.
• 3–5 years supporting proposals, pricing, and business development in government contracting.
• Experience with RFP processes, compliance, and procurement environments.
• Strong organizational, planning, and interpersonal skills.
• Ability to understand complex technologies and articulate their value.

Responsibilities

• Lead the USA Bid Office team, including workload planning and performance oversight.
• Manage proposal resources, schedules, and budgets, aligning with Spain Bid Office guidelines.
• Coordinate cross-functional collaboration with BD, Finance, Legal, IT, SMEs, and subcontractors.
• Oversee compliance reviews, quality assurance, and timeliness of submissions.
• Maintain proposal records, templates, libraries, and lessons learned documentation.
• Perform core Bid Manager tasks for opportunities including content development and pricing support.
