Qualifications

  • Five years of related work experience required.
  • Preference for at least two years of staff management experience.
  • Bachelor’s degree in computer science, information technology, or related field; or six additional years of experience in lieu of a degree.
  • Ability to manage competing priorities and high customer expectations.
  • Strong analytical, diagnostic, and problem-solving abilities.
  • Experience in project planning and management, and in leading technical teams.
  • Knowledge of structured systems analysis, data gathering, and MIS concepts.
  • Understanding of programming concepts and SDLC methods (AGILE and Waterfall).

Responsibilities

  • Oversee and evaluate IT staff developing new applications and updating production systems.
  • Develop and maintain relationships with business stakeholders to understand processes and plans.
  • Ensure appropriate technologies are developed and implemented.
  • Support monitoring and maintenance of system uptime and availability.
  • Drive response times for service requests and keep production incidents within SLAs.
  • Plan, coordinate, and execute development of strategic technical solutions for the portfolio.
  • Analyze architecture, requirements, security, costs, and operational considerations.
  • Lead, recruit, train, coach, and develop technical staff.
  • Evaluate staff performance and manage merit increases and promotions.
  • Maintain accountability for IT aspects of the application portfolio.
  • Govern and oversee the Enterprise Software Development Lifecycle within the team.
  • Act as IT Product Owner and drive platform currency and remediation.
  • Support backlog reviews and engage with sponsors and user representatives.
  • Improve process efficiency and work output with business stakeholders.
  • Oversee production support, change, and incident management; manage on-call scheduling.
  • Serve as escalation point for portfolio issues and incidents.
  • Lead strategic projects with budget, schedule, quality, and business objectives.
  • Manage competing priorities across projects, maintenance, and support.
  • Serve as vendor relations contact for third-party platforms.
  • Foster continuous improvement and develop metrics, standards, and governance controls.
  • Ensure efficient and cost-effective use of company resources.
  • Ensure compliance with laws, policies, privacy regulations, and Code of Conduct.
  • Conduct staff meetings and one-to-one reviews.

Job description

  • Develop and maintain relationships with business stakeholders to understand operating processes, challenges, and strategic plans
  • Ensure appropriate technologies are developed and implemented
  • Support monitoring and maintenance of system uptime and availability
  • Drive appropriate response times for service requests and ensure production incidents remain within service level agreements
  • Plan, coordinate, and execute development and implementation of strategic technical solutions for the application portfolio
  • Analyze systems architecture, hardware and software requirements, extensibility, interoperability, security, costs, and operational considerations
  • Lead, recruit, select, orient, train, coach, and develop technical staff
  • Evaluate and appraise staff performance and recommend merit increases, advancements, and performance management activities
  • Maintain accountability for IT-related aspects of a defined application portfolio
  • Govern and oversee the Enterprise Software Development Lifecycle within the team
  • Act as IT Product Owner and drive platform currency, vulnerability remediation, and departmental requirements
  • Support backlog reviews and consultation with executive sponsors, submitters, and user representatives
  • Improve process efficiency and work product output with business stakeholders
  • Oversee production support, change management, incident management, and on-call scheduling
  • Serve as escalation point of contact for portfolio issues and incidents
  • Lead or sponsor strategic projects and ensure execution, budget, schedule, quality, and business objectives

Requirements
  • Five (5) years of related work experience
  • Preference for candidates with at least two years of staff management experience
  • Bachelor’s degree in computer science, Information Technology, or relevant field; in lieu of degree, an additional six (6) years of related work experience is required
  • Demonstrated ability to handle competing priorities, quickly changing priorities, and high customer expectations
  • Demonstrated analytical, diagnostic, and problem-solving abilities
  • Demonstrated expertise in project planning and project management
  • Demonstrated experience managing and motivating technical staff
  • Demonstrated knowledge and experience in structured systems analysis and design, building user relationships, data gathering techniques, and management information systems
  • Demonstrated knowledge of relevant programming or job control languages
  • Demonstrated knowledge of structured programming techniques
  • Demonstrated knowledge of Agile and Waterfall SDLCs
  • Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer
  • Ability to travel across the Health Plan service region for meetings and/or trainings as needed
