Job summary

Excellus BCBS seeks a Manager of Applications Development to lead a team responsible for new application development and enhancements to existing production systems. You will partner with business stakeholders to align technology with strategic plans, ensure uptime, and drive timely incident response while guiding architectural and security considerations.

The role manages a team typically 5–10 strong across NY regional offices, coaching for growth, and evaluating performance.

Qualifications

• Five (5) years of related work experience, with preference for candidates with at least two years of staff management experience.
• Bachelor’s degree in computer science, Information Technology, or relevant field. In lieu of degree, an additional six (6) years of related work experience is required.
• Demonstrated ability to handle competing priorities & initiatives, quickly changing priorities, and high customer expectations.
• Demonstrated analytical, diagnostic, and problem-solving abilities.
• Demonstrated expertise in project planning and project management.
• Demonstrated experience managing and motivating technical staff.
• Demonstrated knowledge and experience in structured systems analysis and design, building user relationships, data gathering techniques, and MIS.
• Demonstrated knowledge of relevant programming or job control languages.
• Demonstrated knowledge of structured programming techniques.
• Demonstrated knowledge of Agile and Waterfall SDLCs.

Responsibilities

• Overseeing IT staff in development of new applications and updates to production systems.
• Developing strong relationships with business stakeholders to align technology with business goals.
• Ensure system uptime, availability, and adherence to SLAs.
• Lead planning, coordination, and execution of strategic technical solutions for the application portfolio.
• Mentor and coach team members, and manage performance and development.
• Provide governance for eSDLC and act as IT Product Owner for platform currency and security.
