About the Team The Global Payment team provides TikTok payment solutions -

  • including payment acquisitions, disbursements, transaction monitoring, payment method management, foreign exchange conversion, accounting, reconciliations, and so on to ensure that our users have a smooth and secure payment experience on the TikTok platform.

The Global Payment Compliance team, leveraging industry and technological expertise, provides compliance policy, oversight, advisory and operational support to all of ByteDance's and TikTok's products and services. About the Role The intersection between TikTok's platform operations and our regulated payment entity (PIPO) is significant to the TikTok ecosystem.

We are seeking a highly skilled FCC Liaison Specialist to serve as the primary bridge and gatekeeper between the TikTok financial crime Compliance team and PIPO’s Regulated Licensed financial crime Compliance team. In this role, you will act as a custodian and translator between platform safety standards and financial regulatory requirements. You will be responsible for harmonizing and improving processes, ensuring good and consistent regulatory compliance standards and communications with regulators / stakeholders, and specifically ensuring alignment with Suspicious Transaction Report (STR) and other mandatory regulatory filing obligations to strengthen compliance and internal controls as well as mitigate risk across both entities.

Responsibilities Strategic Alignment & Stakeholder Management:

  • Act as the primary custodian, point of contact and liaison between TikTok’s platform financial crime team and PIPO’s regulated compliance and AML team.
  • Facilitate regular cross-functional working groups and communications to monitor, assess and identify issues and matters to be addressed across platform policy enforcement and regulated financial compliance requirements and to remediate or strengthen internal controls.
  • Translate complex regulatory requirements from the licensed entity (PIPO) into actionable and practical operational workflows for the TikTok platform team and its business lines, and vice versa.

STR Filing & Regulatory Reporting

  • Lead the alignment on applicable Suspicious Transaction Report (STR) filing obligations.
  • Resolve complex cases where the determination of "suspicion" may differ between the platform (user behavior focus) and the payment entity (transaction flow focus).
  • Establish a "Dual-Filing" or "Referral" framework to ensure that when risks/issues are identified / detected on one side, the obligation to file or notify regulators / authorities is also evaluated appropriately by other relevant entities.

SOP Development & Process Optimization

  • Draft, review, and maintain Standard Operating Procedures (SOPs) that govern the information sharing and escalation paths between TikTok and PIPO.
  • Develop or support establishing a cohesive regulatory narrative to ensure that external communications to regulators or partners are consistent across both entities.
  • Design workflows for managing user accounts: ensuring that when a user is exited or restricted on TikTok for compliance reasons, the appropriate actions are triggered within PIPO, and vice versa.

Issue Diagnosis & Resolution

  • Proactively identify friction points in data sharing or risk assessment methodologies between the two teams.
  • Lead "Deep Dive" sessions on specific typologies (e.g., money laundering and fraud ) to ensure both teams are detecting risks using unified lens.
Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Law, Finance, Business Administration, or a related field.
  • 3+ years of experience in Financial Crimes Compliance (FCC), AML, or Regulatory Compliance within a Fintech, Payment Service Provider (PSP), or E-commerce platform.
  • Deep understanding of AML regulations (e.g., BSA/AML, MAS, EU Directives) and the specific obligations of regulated payment institutions.
  • Experience with STR/SAR filing processes and decision-making.
  • Proven ability to draft technical SOPs and policy documents.

Preferred Qualifications:

  • CAMS (Certified Anti-Money Laundering Specialist) or CFE (Certified Fraud Examiner) certification.
  • Experience working in a matrix organization where "Platform Compliance" (Trust & Safety) interacts with "Regulated Financial Compliance".
  • Familiarity with the specific regulatory landscape of cross-border payments.
  • Strong project management skills with the ability to influence stakeholders without direct authority.
  • Bridge Builder: Ability to understand the language of both product/tech teams and legal/compliance teams.
  • Detail-Oriented: Meticulous in documenting processes to satisfy regulatory audits.
