About the Job

Focused on outsourcing risk and contract management, supporting the planning, development, and implementation of initiatives to improve IT procurement, outsourcing risk management, vendor and contract management, central contract register maintenance, and compliance with company rules and local regulatory requirements in the banking industry.

Responsibilities
  • Align with IT Management's vision and strategies to plan and implement initiatives, while assisting Project Managers in conducting due diligence on third‑party service engagements based on the Third‑Party Risk Management Framework.
  • Stay updated on local and Head Office rules, as well as regulatory requirements (e.g., PDPA, MAS Outsourcing Guidelines) for vendor engagement and outsourcing, while managing onshore and offshore vendor contracts and establishing rate cards for standard goods and services.
  • Propose, develop, and operationalize new initiatives to enhance the IT organization, promote centralization across Asia Pacific to optimize resources and efficiency, and maintain the central contract register and repository for the IT department.
  • Liaise with vendors, Project Managers, and Legal & Compliance to review contract clauses, ensuring both legal and commercial terms are acceptable, while supporting vendor onboarding, service classification, risk assessment, and materiality checks.
  • Establish procurement processes and guidelines for the IT Department, including RFP and tendering procedures, and analyze procurement patterns to identify opportunities for vendor consolidation.
Qualifications
  • Master/ Bachelors degree in a relevant field such as Information Technology.
  • Minimum of 8 years of experience with a strong understanding of the technology function, preferably in a banking or financial institution.
  • Proven experience in managing a centralized contract and outsourcing risk management function, with expertise in contract management, procurement, and vendor management.
  • Extensive knowledge of contract management processes, contractual terms, and interpretations, with a proven track record in managing legal contracts and outsourcing, including handling offshore centre contracts.
  • Strong understanding of PDPA requirements, as well as banking guidelines on outsourcing, technology risk management, third‑party risk management, and procurement management.
