Responsibilities
  • Lead and manage a team of Quantity Surveyors in post-contract administration and procurement for fast-track construction projects.
  • Oversee project budgeting, cash flow control, cost management, claims processing, contract payments, and final account settlements.
  • Review, evaluate, and negotiate subcontractor and supplier quotations, ensuring contract awards align with project budgets and requirements.
  • Administer and monitor contractual matters including progress claims, variations, extensions of time (EOT), and loss and expense claims.
  • Prepare and present monthly cost and progress reports to support accurate financial tracking and forecasting.
  • Liaise closely with clients, consultants, and subcontractors to resolve commercial issues and ensure compliance with contract terms.
  • Support contract reviews, procurement strategies, and risk management initiatives.
  • Evaluate, certify, and manage subcontractor payments, variation order submissions, and final accounts.
  • Drive value engineering and cost optimisation initiatives throughout the project lifecycle.
  • Ensure full compliance with main contract conditions, SIA, PSSCOC, and relevant local regulatory requirements.
  • Participate in site meetings, audits, and final project handovers relating to commercial and contractual deliverables.
  • Maintain accurate and well-organised project documentation.
Requirements
  • Degree in Quantity Surveying, Building, or an equivalent qualification, preferable 5 years’ relevant managerial experience in the construction industry.
  • Strong knowledge of standard forms of contract commonly used in Singapore, including SIA, PSSCOC, and REDAS.
