JOB PURPOSE
The Senior Laboratory Information System Officer (LISO) role provides technical and administrative information technology support to Laboratory Medicine and Pathology. The Senior Laboratory Information System Officer supports the laboratory management team to implement organisational and departmental policies, and oversee the total test process (pre-analytical, analytical and post-analytical).
MAJOR DUTIES & RESPONSIBILITIES
Specific
- Have a good operating knowledge of laboratory information system, equipment software, and other software used in laboratory.
- Optimise information systems to support laboratory team to meet performance indicators.
- Assist in the implementation and maintenance of the laboratory information system (LIS), including test reconciliation from various interfaces.
- Provide support to all laboratory sections to meet the expected turn-around-time including technical help during IT breakdown and downtime.
- Ensure that personnel comply with policies, work instructions and guidelines, and work with Laboratory Manager and reporting officers on disciplinary measures.
- Ensure that all incidents regarding IT system are reported, assist in investigation of incidents, and implement corrective and preventive actions.
- Maintain laboratory intranet website, dashboard, and in-house development software or applications in good working condition.
- Provide training, competency assessment, and supervision of medical laboratory technologists and medical officers (where applicable).
- Write and review documents, including policies, work instructions, bench guides and forms.
- Identify and trouble‑shoot major issues, and make decisions on whether escalation to Laboratory Manager and Head of Service is required.
General
- Perform duties in a professional manner, commensurate with academic and technical skills and training.
- Adhere to laws, regulations, and hospital procedures and policies.
- Uphold the visions and practices of Woodlands Health.
- Fulfil continuing medical education requirements.
- Participate in quality improvement programmes.
- Perform any other duties as directed by the Laboratory Manager.
JOB REQUIREMENTS
Education / Training / Experience
- Information Technology, Medical Technology or equivalent required.
- Preferable experience in lab information system or clinical laboratory background.
- Preferable experience working with Technidata LIS and Epic NGEMR.
Attributes
- Good knowledge in information technology with application support skill and familiar with electronic medical records system and SAP billing system experience.
- Good communication skills is preferred. LIS officer is require to handle phone calls and able to explain the problems and solution to the key operator.
- Able to take 24/7 on call and always standby to provide IT support.
- Database Experience: Familiar with SQL scripting, Data Extraction to Oracle database, MS SQL, MS Access
- Internet and Instrument Protocols: Familiar with TCP/IP, Serial port connection, ASTM E1238, E1394-97, HL7 protocols.
- Familiar with Microsoft Office (Visio, words, excel, powerpoint etc)
- Added advantage with Programming Languages: Familiar with Tableau, MS Visual dot net, Crystal Report, Java, C, C++, HTML
- Tableau systems.
