Job summary

A leading Chemical Manufacturing company in Singapore is looking for an experienced Regional HR Specialist. You will manage full-spectrum HR operations including payroll, talent acquisition, and employee lifecycle management. The ideal candidate should have at least 5 years of HR experience, a strong understanding of local labour laws, and proficiency in MS Office and HRIS systems. This role is essential in supporting compliance and enhancing workforce engagement in a regulated industry.

Our client, a leading Chemical Manufacturing multinational, is seeking an experienced Regional HR Specialist to oversee full-spectrum HR operations, payroll, talent acquisition, and employee lifecycle management. This strategic role ensures HR compliance, supports operational excellence, and drives initiatives that enhance workforce engagement within a highly regulated industry.

Key Responsibilities
  • Oversee the full payroll process, ensuring accuracy and timely execution with vendors.
  • Ensure compliance with local labour laws, tax, and social security regulations.
  • Address payroll-related queries and collaborate with Finance for accurate processing.
  • Lead end-to-end recruitment activities, including job postings, candidate screening, interviewing, and selection.
  • Build and maintain relationships with recruitment agencies and external partners.
  • Administer employee benefits and company insurance programs, ensuring compliance with regulations.
  • Support performance appraisal processes, including increments and bonus administration.
  • Manage HRIS systems, ensuring data integrity, leave management, and reporting.
  • Maintain accurate employee records and ensure adherence to HR policies.
  • Support employee relations and conflict resolution initiatives.
  • Coordinate onboarding and offboarding processes.
  • Manage work-pass or employment documentation for local and foreign employees as required.
  • Prepare regular HR reports on manpower, staff benefits, cost per hire, and other relevant metrics.
  • Undertake ad-hoc HR projects and continuous improvement initiatives.
Key Requirements
  • Bachelor’s Degree in Human Resources, Business Management, or related discipline.
  • Minimum 5 years of HR experience, with strong focus on payroll, talent acquisition, and HR operations.
  • Strong understanding of local labour laws and HR compliance in a manufacturing environment.
  • Proficient in MS Office and HRIS systems; SAP experience preferred.
  • Strong analytical, problem-solving, project management, and communication skills.
