Job summary

A leading engineering company in Singapore is seeking a Quantity Surveyor to prepare cost estimates, manage contracts, and monitor project expenditures for mechanical and piping projects. The ideal candidate will have a Diploma/Degree in Quantity Surveying, with 3-5 years of relevant experience, particularly in Singapore. Proficiency in QS software like AutoCAD or CostX is essential, alongside strong negotiation and analytical skills. This role offers an opportunity to collaborate closely with project teams and oversee cost management while ensuring compliance with local regulations.

Qualifications

  • Strong knowledge of mechanical & piping materials and construction methods.
  • Familiarity with FIDIC, NEC, or PSSCOC contracts is advantageous.

Job description

Prepare detailed cost estimates, BOQs (Bills of Quantities), and tender documents for mechanical and piping projects.

  • Analyze project specifications, drawings, and contracts to assess cost requirements.
  • Conduct feasibility studies and risk assessments for cost-related decisions.
  • Administer contracts, including subcontractor agreements, variations, and claims.
  • Evaluate and negotiate contract terms with suppliers, vendors, and subcontractors.
  • Ensure compliance with contractual obligations and local regulations (e.g., Singapore Standards, BCA, and SIA requirements).
  • Assist in procurement processes, including material take-offs, supplier evaluations, and cost comparisons.
  • Prepare and evaluate subcontractor quotations for mechanical and piping works.
  • Liaise with suppliers and subcontractors to ensure cost-effective procurement.
  • Monitor project expenditures, track variations, and provide cost reports to management.
  • Identify cost-saving opportunities without compromising quality or safety.
  • Review and certify progress claims, invoices, and final accounts.
  • Collaborate with project managers, engineers, and clients to ensure alignment on cost and contractual matters.
  • Attend site meetings and provide cost-related advice for mechanical and piping installations.
  • Resolve any commercial disputes related to project costs or contracts.
  • Maintain accurate records of all cost-related documents, contracts, and change orders.
  • Ensure adherence to company policies, industry standards, and Singapore regulatory requirements.
  • Diploma/Degree in Quantity Surveying, Mechanical Engineering, Construction Management, or related field.
  • Minimum 3-5 years of QS experience in mechanical, piping, or oil & gas projects (Singapore experience preferred).
  • Proficient in AutoCAD, CostX, Bluebeam, or similar QS software. Strong knowledge of mechanical & piping materials, construction methods, and industry standards.
    Familiarity with FIDIC, NEC, or PSSCOC contracts is advantageous.
  • Excellent negotiation, analytical, and problem-solving skills. Strong communication and teamwork abilities.
    Ability to work under tight deadlines in a fast-paced environment.
