Job Description

Comnect Communications Pte. Ltd. is seeking an experienced and detail-oriented Quantity Surveyor (QS) to handle tender costing, quantity take-offs, pricing and quotation preparation for Building Management Systems (BMS), Fire Alarm Systems and related ELV installation projects in Singapore.

The successful candidate must be able to independently interpret technical drawings, extract quantities from AutoCAD and BIM models, understand installation requirements and prepare accurate, competitive quotations.

Key Responsibilities

1. Tendering & Quotation Preparation

• Prepare detailed cost estimates, quotations and tender submissions for BMS, Fire Alarm and ELV projects.
• Review tender documents, specifications, drawings and Bills of Quantities (BOQ).
• Perform accurate quantity take-offs for cables, conduits, trunking, cable trays, panels, devices and associated installation works.
• Calculate material, manpower, equipment, subcontractor and installation costs.
• Prepare competitive pricing with appropriate cost allowances and profit margins.
• Identify missing scope, discrepancies, exclusions and potential additional costs.

2. Drawing Interpretation & Quantity Extraction

• Read and interpret M&E, BMS, Fire Alarm and ELV drawings.
• Use AutoCAD drawings to measure cable routes, distances and installation quantities.
• Extract relevant quantities and information from BIM models.
• Understand system layouts, schematics, riser diagrams, cable schedules and equipment schedules.
• Assess installation methods, cable routing, containment requirements and site constraints.

3. Costing & Commercial Management

• Develop and maintain unit rates for installation works, materials and manpower.
• Obtain and compare supplier and subcontractor quotations.
• Prepare detailed cost breakdowns and pricing schedules using Microsoft Excel.
• Evaluate tender profitability and identify cost-saving opportunities.
• Prepare variation orders (VO), additional work quotations and progress claims.
• Assist in monitoring project budgets and actual costs.

4. Technical & Project Coordination

• Liaise with project managers, engineers, suppliers and subcontractors to clarify technical and commercial requirements.
• Attend site surveys and tender clarification meetings when required.
• Ensure quotations cover all necessary installation activities, testing and commissioning support, and associated works.
• Maintain proper tender records, quotations and costing documentation.

Job Requirements

• Minimum 3 years of relevant Quantity Surveying, Estimating or Tendering experience in Singapore's M&E, BMS, Fire Alarm or ELV industry preferred.
• Diploma or Degree in Quantity Surveying, Electrical Engineering, Building Services, M&E Engineering or related discipline.
• Must be proficient in reading AutoCAD drawings and extracting quantities for quotation purposes.
• Able to interpret BIM models and extract relevant information for quantity take-offs and costing.
• Good knowledge of BMS, Fire Alarm, ELV cabling, containment and installation methods.
• Familiar with Singapore construction tendering practices, subcontractor pricing and installation cost structures.
• Strong Microsoft Excel skills for BOQ preparation, cost calculations and quotation submissions.
• Able to work independently, meet tender deadlines and handle multiple quotations simultaneously.
• Good analytical skills, commercial awareness and attention to detail.

Preferred Skills

• Experience with BMS control panels, field devices, sensors, actuators and associated cabling.
• Experience with Fire Alarm systems, detectors, modules, MCPs, interface works and fire-rated cabling.
• Knowledge of CCTV, Access Control, structured cabling and fibre optic installation.
• Familiarity with Autodesk Revit, Navisworks or other BIM software.
• Experience preparing labour-only, supply-and-install and installation subcontract quotations.
• Understanding of Singapore project specifications and relevant SCDF and SS 645 requirements for Fire Alarm works.
