Job description

The Procurement Manager is responsible for all commercial and procurement activities for semiconductor facility construction projects. This position requires a blend of expertise in project cost management, contract administration, procurement, and financial forecasting. The Procurement Manager will work closely with project teams, contractors, suppliers, and clients to ensure the successful delivery of projects within budget, timeline, and contractual obligations.

Responsibilities
  • Implement the commercial strategy for each project, aligning with the overall business goals.
  • Support the budgeting process, ensuring accurate cost estimations and financial planning from project inception through completion.
  • Manage the preparation, negotiation, and finalization of all commercial agreements, including client contracts, subcontracts, and supplier agreements.
  • Ensure compliance with all contract terms, identifying and addressing any potential risks or deviations from the contract.
  • Oversee the procurement process for materials, subcontractors, and services, ensuring high-quality and cost-effective procurement practices.
  • Analyze client requirements and align technical feedback within the technical team.
  • Implement cost control measures to minimize overruns and ensure efficient resource allocation.
  • Provide monthly reports and project forecasts to senior project management, highlighting any financial risks or variances.
  • Proactively identify and mitigate financial, legal, and commercial risks that could impact project outcomes.
  • Address and resolve issues related to contract claims, disputes, or delays in a timely and efficient manner.
  • Act as the primary commercial point of contact between the client, contractors, suppliers, and internal teams.
  • Regularly update senior management and clients on project performance, commercial health, and key milestones.
  • Ensure that project teams are aligned with commercial objectives and contractual obligations.
  • Track and report on project performance, including cost forecasting, schedule adherence, and profitability.
  • Ensure all commercial activities comply with industry standards, regulations, and company policies, particularly in semiconductor facility construction (e.g., cleanroom design, HVAC systems, utilities, etc.).
Requirements
  • Bachelor's Degree in engineering or related field
  • Minimum of 10 years of experience in commercial management role, preferably within the semiconductor, industrial construction, or high-tech building sectors.
  • Extensive experience in contract negotiation, procurement, and cost management for large-scale construction projects.
  • Excellent problem solving, analytical, and communication skills.
  • Proven ability to manage contracts, risk, and procurement processes effectively.
  • Proficiency in project management software, Microsoft Office, and financial reporting tools.
  • Ability to collaborate and influence at all levels of the organization.
  • Strong leadership and decision-making abilities.

  • Highly organized and able to manage multiple projects simultaneously.
