Job summary

Jobline Resources Pte Ltd seeks a Learning & Development leader to govern competency development, appoint leads, and build a robust framework across domains. You will organise an Academy Faculty team to tailor content with training providers and work with business units to analyse needs and drive delivery.

You will design learning pathways, deploy flagship programmes, and maintain strong governance while managing multiple workstreams in a fast-paced environment.

Qualifications

• Degree in Human Resources or Information and Communications Technologies.
• At least 3 years of experience in developing and implementing competency-based learning frameworks.
• Advanced certificate in L&D or related certification is an advantage.
• Ability to handle intense workload and manage multiple workstreams.
• Strong stakeholder management and proactive mindset.
• Positive, growth and agile mindset with collaborative approach.

Responsibilities

• Facilitate governance of the competency development framework and appoint competency leads.
• Set up Academy Faculty team to contextualise and deliver training content.
• Develop and implement the Competency Framework across domains like software engineering and project delivery.
• Define competency requirements for professional groups and translate to recruitment and development actions.
• Design learning pathways and mandatory/certified training programmes.
• Lead flagship programmes with Academy Faculty to reinforce learning culture.
• Partner with Business Units to analyse learning needs, source vendors and support implementation.
• Provide standup training and facilitate in-house programmes (e.g., group orientation).
• Design capability events to anchor a learning culture and review programme effectiveness.
