Job summary

Confidential Search seeks a seasoned Learning & Development professional to lead the design, implementation, and evaluation of workforce development initiatives. You will conduct training needs analysis, craft competency frameworks, and drive career pathways to build capability across the organisation.

You will oversee learning technologies, budget management, governance, and change programs while promoting knowledge sharing and continuous improvement in a dynamic business setting in Singapore.

Qualifications

• Degree in Human Resource Management, Business Administration, Organisational Development or related discipline.
• Preferably 4 to 5 years of relevant experience in Learning & Development, Organisation Development, Talent Development.
• Experience in conducting learning needs analysis, developing learning programmes and evaluating training effectiveness.
• Good understanding of competency frameworks, career development pathways and employee engagement initiatives.
• Strong stakeholder management, communication and facilitation skills.
• Good analytical skills with the ability to interpret HR, learning or engagement data and propose practical recommendations.
• Proficient in Microsoft Office; experience with HR systems and LMS will be an advantage.

Responsibilities

• Lead the design, implementation and evaluation of learning and organisational development initiatives aligned with business and strategic needs.
• Conduct learning needs analysis and identify suitable interventions to build workforce capability.
• Develop competency frameworks and career progression pathways to support employee growth and development.
• Leverage learning technologies and keep abreast of L&D trends, solutions and best practices.
• Manage training bonds, minimum service periods, OD budget, performance indicators, policies and practices.
• Support organisational growth, innovation and change management initiatives in line with business priorities.
• Promote knowledge sharing and collaboration through effective capture, distribution and archiving of information.
• Manage service award nominations and related recognition activities, including in-house service awards, EXSA and TGA.
• Oversee quality-related certifications and audits, including ISO 9001, Singapore Quality Class and internal auditor performance.
