Job summary

Jobline Resources Pte Ltd is seeking a Learning and Competency Manager to govern competency development, appoint domain leads, and oversee regular steering committee discussions to drive the learning plan.

You will assemble the Academy Faculty, develop frameworks for multiple domains, define seniority-based requirements, and design learning pathways and flagship programs with adult-learning pedagogy.

Qualifications

• Degree in HR or ICT.
• 3+ years of experience in competency-based learning frameworks.
• Advanced Certificate in Learning and Performance or similar advantageous.
• Ability to manage multiple workstreams in a complex environment.
• Strong stakeholder management and proactive mindset.

Responsibilities

• Facilitate governance for competency development and lead domain competency leads.
• Set up Academy Faculty team to deliver learning content.
• Develop competency frameworks for domains such as software engineering and project delivery.
• Define competency requirements by seniority to guide recruitment and development interventions.
• Design learning pathways with mandatory and recommended training/certifications.
• Create flagship programs rooted in adult learning pedagogy.
• Partner with Business Units to analyze learning needs, source vendors, and implement programs.
• Conduct standup training for in-house programs.
• Design events to anchor a learning culture.
• Review programs regularly and source alternatives when needed.
