Our client is a well-established consultancy firm serving the property development and construction sector.

The Role

We are looking for a driven and experienced HR Manager to join our team and oversee the full spectrum of HR operations. This role is ideal for professionals with a solid foundation in HR practices who are ready to play a strategic role in supporting a dynamic and project-driven environment. You will be responsible for managing payroll, compliance, employee relations, and HR policy implementation across the organization.

Key Responsibilities
  • Payroll & Compliance: Oversee end-to-end payroll processing, ensure statutory filings, and maintain full compliance with local labor laws, tax regulations, and HR audits.
  • HR Operations: Manage core HR processes including onboarding, offboarding, employee documentation, work visa applications/renewals, insurance, and claims administration.
  • HR Policies & Governance: Develop, implement, and monitor HR policies, SOPs, and employee handbooks to ensure consistency and regulatory compliance.
  • Employee Lifecycle & Relations: Handle the complete employee lifecycle—confirmation, performance reviews, engagement, and exits—while guiding staff and resolving workplace concerns effectively.
  • Recruitment & Workforce Planning: Support recruitment efforts, conduct hiring needs analysis, manage employment contracts, and contribute to manpower planning and talent acquisition strategies.
  • Training & Development: Identify skill gaps, organize training initiatives, and support career development aligned with organizational needs.
  • Cross-Functional Collaboration: Work closely with site managers, project leads, finance teams, and external vendors to ensure HR operations align with business and project goals.
  • Process Improvement: Lead or contribute to HR projects focused on improving operational efficiency, employee experience, and HR systems.
  • Team Management: Lead and mentor a small HR team (1–3 members), ensuring productivity, performance, and professional growth.
Ideal Profile
  • You have 6+ years of HR experience, with proven expertise in payroll processing, compliance management, and core HR generalist functions.
  • You hold a degree in Human Resource Management, Business Administration, or a related discipline.
  • You are well-versed in Singapore labor laws, MOM regulations, and familiar with HRMS platforms and tools.
  • You have prior experience in the construction, infrastructure, or real estate sectors (preferred).
  • You hold or are working towards professional HR certifications such as IHRP, SHRM, or CIPD (a plus).
  • You are detail-oriented, structured in your approach, and can manage both site-based and corporate-level HR operations.
  • You are people-focused, empathetic, and an effective communicator across all levels of the organization.
  • You thrive in fast-paced, dynamic environments and enjoy working with diverse, cross-functional teams.
