Job summary

The Health Promotion Board invites applications for an Estate & Facilities Manager to oversee day-to-day estate operations across HPB premises and ensure safe, reliable, and efficient services. You will drive IFM performance, manage contractors, and enforce compliance with government manuals.

Key duties include coordinating workplace relocation tenders for two sites, ensuring readiness, handover, and thorough record-keeping while supporting sustainability drives and additional Admin initiatives.

Qualifications

• Degree or diploma in engineering, building services, facilities management, or a related technical discipline.
• At least 3 years of relevant facilities, procurement, or relocation project experience.
• Experience with Singapore Government procurement, tenders and contracts preferred.
• Knowledge of PSSCOC and public-sector construction provisions advantageous.
• Experience delivering office renovations, relocations, or workplace transformations.
• Ability to manage multiple tenders and projects with tight deadlines.
• Self-motivated, resourceful and able to work with minimal supervision.
• Strong analytical, project-management, and stakeholder-management skills.

Responsibilities

• Oversee day-to-day estate and facilities management of HPB premises.
• Manage IFM performance, contractors, and compliance with manuals.
• Coordinate workplace relocation: evaluate tenders, award contracts, and oversee handover.
• Maintain procurement records, schedules, budgets, risk registers, and progress reports.
• Support HPB sustainability initiatives and other Admin projects.
