We are seeking to recruit a dynamic and forward‑thinking Director of ICT to provide strategic leadership and operational management of JCUS’s technology functions.

In this role, the Director will modernise and shape the university’s digital infrastructure, oversee the successful delivery of IT projects within scope, budget, and timelines, lead agile application development, and ensure the reliability, security, and resilience of all IT systems. The Director will also drive high‑quality support services for the university community while championing innovation, strong governance, and continuous improvement to advance JCUS’s academic and operational excellence.

Responsibilities
  • Drive the University’s digital transformation : by creating a scalable, future‑ready digital roadmap; modernising legacy systems through cloud migration and enterprise architecture standards; strengthening governance, cybersecurity, and compliance; and ensuring ICT investments deliver long‑term value
  • Enhance institutional performance and innovation : by leveraging emerging technologies (AI, data analytics, automation), aligning technology initiatives with academic and operational priorities through strong collaboration, and implementing structured change management and measurable KPIs for continuous improvement.
  • IT Project Management : Lead full lifecycle IT project delivery by applying structured methodologies (e.g., PMP, Agile) to ensure requirements are met, deliverables align with business objectives, budgets and timelines are maintained, and all governance, risk, compliance, and ICT security standards are upheld.
  • Application Development & Modernisation : Lead agile and DevOps‑driven application modernisation by guiding software development teams, implementing CI/CD pipelines to accelerate delivery, and ensuring all systems are scalable, secure, and high‑performing. Introduce continuous integration/continuous deployment (CI/CD) pipelines to accelerate delivery
  • IT Infrastructure Management : Oversee the full ICT infrastructure—including cloud services, servers, networks, and Wi‑Fi—by implementing strong cybersecurity and disaster recovery measures, optimising cloud usage for cost efficiency, and establishing proactive monitoring and predictive maintenance to enhance system resilience and minimise downtime.
  • IT Support Services : Oversee IT support operations by leading teams, implementing SLAs, leveraging self‑service and AI‑driven tools, and ensuring reliable, high‑quality services that enhance user experience and support smooth academic and administrative functions.
  • Collaboration with JCUA , Innovation & Continuous Improvement : Work closely with JCUA technical teams to coordinate system implementations, align security protocols and shared services, and develop the necessary interfaces to ensure seamless, secure cross‑campus operations and a consistent user experience. Drive a culture of innovation and continuous improvement by leveraging emerging technologies and data analytics to identify automation opportunities and implement impactful solutions.
  • Governance & Compliance : Establish and uphold governance frameworks, policies, and standards while ensuring compliance with data protection and regulatory requirements through regular risk assessments and audits.
  • Leadership & Talent Development : Develop and lead high‑performing teams by fostering professional growth and succession planning, and aligning talent and resources with the organisation’s strategic priorities.
Requirement
  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field with PMP Certification.
  • Minimum 15 years of progressive experience in ICT operations, including at least 5 years in senior leadership roles within higher education or complex organisational environments.
  • Proven track record in leading large-scale digital transformation initiatives, including modernisation of legacy systems, cloud migration, and enterprise architecture implementation.
  • Demonstrated ability to manage outsourced IT projects, ensuring delivery within scope, budget, and timeline. Skilled in vendor negotiation and contract management.
  • Hands‑on experience in agile development methodologies and DevOps practices for application modernisation and continuous integration.
  • Experience integrating multi‑campus or multi‑country enterprise systems and aligning technology platforms across organisational units.
  • Strong background in managing complex IT infrastructure (cloud, servers, networks) and implementing cybersecurity frameworks, risk management, and compliance with data protection regulations.
  • Familiarity with emerging technologies such as AI, data analytics, and automation to enhance operational efficiency and student experience.
  • Experience managing ICT operations across multiple geographies or campuses, ensuring consistency and compliance with organisational standards.
  • Demonstrates strong strategic vision, upholds high standards and compliance, and drives innovative, well‑managed solutions with sound risk assessment and decision‑making skills.
  • Excels in fast‑paced, evolving environments, effectively navigating resistance and leading organisational change with empathy, clarity, and purpose.
  • Shows resilience and cultural awareness, fosters a positive and inclusive work environment, and engages stakeholders at all levels through excellent relationship‑building skills.
