RESPONSIBILITIES

The Director of Business Administration is a strategic leadership role responsible for overseeing and integrating core corporate functions of Public Relations, Finance, Property, Information Technology and Business Development. This position plays a pivotal role in ensuring operational excellence, financial sustainability, effective communication, and optimal utilisation of physical assets.

Working closely with senior leadership, the Director shall align departmental goals with organisational objectives, fosters innovation, and drives enhanced service delivery across all areas of responsibility.

A key focus of this role is to lead strategic initiatives across the Singapore Region of TSA, in collaboration with the Territorial Headquarters. These initiatives include digital transformation, business process re‑engineering, and change management, aimed at improving operational efficiency, service innovation, and organisational outcomes, within the Singapore Region of TSA.

The Director will be responsible for delivering cross‑functional projects such as the implementation of digital tools, systems modernisation, and workflow redesign to support the evolving needs of TSA.

MAIN DUTIES AND RESPONSIBILITIES
  1. Strategic Leadership & Corporate Governance
  • Provide strategic direction for business administration and corporate support functions across the organisation.
  • Oversee policy development, governance frameworks, and compliance with regulatory and funding requirements, i.e. audits and governance evaluation processes.
  • Support the Regional Business Administration Officer and senior leadership team in driving organisation‑wide priorities, planning, and transformation initiatives, i.e. digital transformation, new UEN registration, business process review and change management.
  • Prepare and review submissions for Board and Committee meetings, ensuring accurate and timely documentation.
  1. Oversight of Corporate Departments
  • Lead and supervise the Heads of PR, Finance, Property, IT and Business Development.
  • Ensure cross‑department alignment, integrated planning, and effective coordination across all corporate functions.
  • Provide guidance, review departmental plans, and monitor performance to ensure corporate functions meet organisational needs and objectives.
  • Drive synergy across departments to support centres’ operations and improve organisational efficiency.
  1. Organisation-Wide Operations & Administration
  • Oversee the development and implementation of organisation-wide administrative policies, procedures and SOPs.
  • Provide strategic oversight for procurement, contracts administration, risk management, and business continuity planning.
  • Ensure effective facilities management, asset maintenance, and compliance with workplace and infrastructure standards.
  • Strengthen digitalisation and data governance initiatives across the organisation.
  1. Financial & Resource Management
  • Work closely with the Finance Head to ensure sound financial planning, budgeting, timely reporting, and stewardship of resources.
  • Oversee procurement governance and value‑for‑money practices across all centres.
  • Explore and support new fundraising and revenue‑generating opportunities, partnerships, and resource optimisation initiatives.
  1. Cross-Centre Support & Operational Readiness
  • Ensure that all social service centres receive consistent administrative and corporate support.
  • Collaborate with centre leaders to address operational challenges, streamline workflows, and improve cross‑centre coordination.
  • Lead organisation‑wide readiness for audits, inspections, accreditation processes, and regulatory reviews.
  1. People Leadership & Organisational Development
  • Mentor and develop the Business Administration Office team and department heads under the Director’s purview.
  • Build a culture of accountability, collaboration, innovation, and continuous improvement.
  • Support succession planning and capability development across all corporate functions.
  1. External Relations & Stakeholder Engagement
  • Engage and collaborate with government agencies (MSF, MOH, NCSS, CoC), sector partners, vendors, donors, and external stakeholders.
  • Represent the organisation in sector‑level committees, working groups, and collaborations.
  • Strengthen external partnerships to support organisational sustainability and programme effectiveness.
  1. Undertake any other duties assigned by RHQ Business Administration Officer.
QUALIFICATIONS
  • Degree in Finance, Business Studies/Administration/Management orrelated (MBA a plus)
  • Candidate must possess at least 10 years of progressive working experience in a mid to large‑size Non‑Profit/Not‑For‑Profit organisation and in senior leadership roles
  • Working experience preferred in Corporate Services and/or Digital Transformation, managing large teams and complex cross‑functional projects
  • Corporate Services includes, Finance, Public Relations (Fund‑Raising and Donations), Property, Information Technology, and Business Development.

  • Good interpersonal, analytical, and problem‑solving skills
  • Able to handle pressure and handle multiple tasks
  • Team player who has initiative, strong multi‑tasking ability; flexibility and adaptability to a fast‑paced and rapidly changing environment
  • Good writing skills and interpersonal skills, meticulous and resourceful
  • Proficient in Microsoft Office, especially in Excel (intermediate/Advance level)
