What the role is:

The Deputy Constituency Director (DCD) partners and assists the Constituency Director (CD) in the following duties and responsibilities:

Strategic/Operational Planning
  • Formulates and reviews plans for the development of Grassroots Organisations (GROs) in the constituency to achieve a highly liveable neighbourhood and a harmonious community.
  • Anticipates and identifies needs of and outreach to residents in the constituency and supervises the planning and implementation of community programmes to strengthen communication and engagement.
  • Identifies areas for improvement for the GROs in the constituency and provides guidance to strengthen the effectiveness and capabilities of GROs.
Operation
  • Strategises and works closely with the key stakeholders on the workplan of the constituency.
  • Facilitates, motivates and guides Grassroots Leaders (GRLs) and GROs to perform their key role as community builder in building better relationships amongst residents and enhancing closer partnerships with corporate and community stakeholders.
  • Supervises the overall administration of the Constituency Office (CO) for effective and efficient functioning of the Community Centres/Clubs (CCs) and Residents’ Committee (RC) Centres.
  • Oversees proper accounting and cash management of the GROs and their sub-committees to ensure good governance and compliance of PA Financial Rules and Regulations.
  • Submits progress reports on the constituency and GROs, provides feedback and recommendation on workplan and improvements, thereby facilitating communication and co‑ordination.
Communications & Engagement
  • Guides the GROs in their communication and feedback processes with the residents on new government policies.
  • Strengthens outreach and engagement capabilities through more effective communications at the frontlines.
  • Sets up and strengthens partnerships with community stakeholders such as VWOs, Merchant Associations, religious organizations, etc.
  • Promotes PAssion Card and use of PAssion Card membership information for better outreach and engagement with residents.
  • Facilitates the formation and development of Social Interest Groups for wider outreach and to sustain quality engagement with residents.
Development
  • Plans and co‑ordinates the recruitment, training, appointment and renewal of grassroots volunteers.
  • Supervises and motivates staff in the CO, to ensure optimum utilisation of human resources and delivery of quality services in achieving the constituency and organisation’s overall objectives.
What we are looking for
  • Three years previous experience in social / community work or work in people related field.
  • Good co‑curricular involvements and communication skills.
  • At least 2‑3 years of managerial experience in social / community work / people related field.
  • Knowledge of 2nd language and strong knowledge of Microsoft Office.

Successful candidate will be deployed to CO/CC.
