THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission - To Serve Mankind - to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.

Job Description

We are looking for a strong and dynamic leader to join the Senior Management Team at Thye Hua Kwan Moral Charities (THKMC).

The Chief People Officer plays a pivotal role in developing and executing all people strategies to support THKMC's strategic imperatives to ensure long term sustainability and employee success.

Strategic Leadership
  • Contribute to the THKMC's strategic planning, providing insights and recommendations for THKMC.
  • Develop and implement strategic plans in alignment with organisational goals and values.
  • Inspire a shared vision and cultivate the team's growth mindset and spirit of innovation to be a thought leader.
  • Provide counsel and support to the Management Team in all people matters.
  • Partner with internal and key external stakeholders for a sustainable future.
Key Responsibilities & Accountabilities
  • Lead the HR team to drive HR strategic vision and operational execution to support organisational goals.
  • Oversee all HR functions with key focus on Talent Attraction Strategy, Total Rewards Strategy and Leadership & Succession Planning.
  • Develop a comprehensive Talent Management Strategy to attract, develop, and retain talents.
  • Enhance organisational resilience via strategic talent management, succession planning, and leadership development.
  • Spearhead Employee Engagement Strategy to enhance overall employee experience and well-being.
  • Develop people metrics report and dashboards to provide insights, offer analysis and data‑driven recommendations to the Management team.
  • Lead change management initiatives to support organisational transformation and growth.
  • Ensure effective communication and engagement throughout the change process.
  • Report into the Board and HR Committee on key People and C&B matters.
  • Represent the organisation in interactions with external stakeholders to safeguard corporate interests and reputation.

  • A visionary HR leader with 15-20 years of progressive HR experience.
  • Demonstrated success in navigating complex environments with ease, fostering collaborative relationships, and driving strategic initiatives with confidence and authority.
  • Exceptional influencing skills to shape organisational direction and HR strategy.
