As part of the engineering building systems utility team, you will be responsible for overseeing the seamless operation and maintenance of airfield systems and facilities. As part of the Buildings Systems Section, your contributions will help maintain and enhance the efficiency of our critical infrastructure while driving innovative solutions for the future of facilities management. You will work closely with internal stakeholders, contractors, external agencies, and consultants to ensure the smooth operation of our facilities. Key Responsibilities
  • Responsible for the operation and maintenance of Energy Management System (EMS) and Water Management System (WMS). The EMS and WMS tracks and report airport wide energy and water use in real time.
  • Responsible for the functionality and cybersecurity of the EMS and WMS including the end of life replacement cycle of the hardware and software.
  • Collaborate with stakeholders to setup EMS and WMS hardware whenever necessary to track and monitor the required data for the various system operating within the airport.
  • Ensure the timely and effective execution of preventative and breakdown maintenance for various airport facilities and infrastructure, ensuring compliance with operational standards and safety regulations.
  • Administer maintenance contracts, monitor contractors' performance through key performance indicators (KPIs), and certify the completion of works in accordance with contractual agreements.
  • Lead and manage the planning, execution, and delivery of Additions & Alterations (A&A) and minor repair projects, including managing project budgets, timelines, and resources.
  • Develop technical specifications for projects and maintenance, prepare, publish, and evaluate tenders through the SESAMi procurement system, and provide recommendations for contract awards.
  • Act as the primary point of contact for stakeholders, including internal teams (e.g., Changi Airport Group, CAAS, Airside Operations), contractors, external vendors, and tenants, ensuring effective communication and collaboration.
  • Drive continuous improvement in facilities management through innovative and practical solutions to enhance efficiency, sustainability, and productivity.
  • Lead the digital transformation efforts in facilities management, leveraging emerging technologies such as robotics, artificial intelligence (AI), machine learning (ML), and automation to streamline processes and improve operational outcomes.
Requirements
  • Bachelor's degree in Electrical Engineering or a related discipline.
  • A minimum of 3 years of relevant experience in facilities management, infrastructure maintenance, or electrical engineering (Candidates with less than 5 years of experience are welcome to apply if they have relevant experience).
  • Proven experience in managing stakeholders, contractors, and multiple projects simultaneously, with a strong track record in project management.
  • Strong analytical and critical thinking skills, with the ability to identify issues and develop solutions efficiently.
  • Excellent writing, communication, and presentation skills, with the ability to effectively communicate complex technical information to non-technical stakeholders.
  • Self-motivated, proactive, and able to work independently while managing multiple projects in a fast-paced environment.
  • Proficiency in Microsoft Office applications; familiarity with AutoCAD and BIM
