Job summary

Civil Service College in Singapore seeks a strategic leader to shape and execute the DLE business strategy. You will translate performance-led L&D strategy into actionable content and product initiatives, guiding investment priorities and portfolio choices.

Collaborating with the DLE Product Team and CSC institutes, you will surface user insights, manage publishing standards and drive adoption of LEARN and related products across the Singapore Public Service.

Qualifications

• Experience translating strategy into actionable content and product initiatives.
• Ability to surface user insights and shape portfolio direction.
• Strong comprehension of governance, reporting and stakeholder collaboration.

Responsibilities

• Support DLE strategic analysis, planning and execution with the Director to translate priorities into plans and roadmaps.
• Shape and implement content strategy to strengthen relevance and reach of digital learning content.
• Develop actionable user insights by applying appropriate research methods and synthesising findings.
• Manage content portfolio development, curation and publishing with editors, institutes and vendors.
• Support user-centred product development by defining requirements and use cases with the Product Team.
• Strengthen stakeholder partnerships and adoption across institutes, agencies and partners.
• Measure outcomes by establishing a performance framework and analysing reach, adoption and content impact.
• Support portfolio governance, reporting and progress tracking for senior management.
• Manage and develop staff by coaching and building capability in key areas.
