Job summary

Civil Service College (CSC) invites you to join the Learning and Development Office (LDO), a corporate unit dedicated to advancing capability development and organisational learning across the Singapore Public Service.

You will work at the intersection of organisational development, capability development and workplace learning—helping stakeholders diagnose performance challenges and identify effective interventions.

Qualifications

• Minimum 6 years of experience in organisational development, capability development or related fields.
• Leadership experience with ability to guide and develop others.
• Ability to translate priorities and insights into coherent strategies and implementations.
• Strong diagnostic and problem-solving capabilities to address performance challenges.
• Excellent stakeholder engagement, facilitation and relationship-building skills.
• Adaptive, able to work with ambiguity and evolving priorities.
• Curiosity about learning and sharing knowledge on how organizations learn.

Responsibilities

• Translate strategy, research and emerging trends into practical approaches that improve organisational capability.
• Partner stakeholders to diagnose organisational capability, learning and performance challenges.
• Develop initiatives that strengthen capability development practice across CSC and the Public Service.
• Design and test interventions using levers such as workplace learning, communities of practice, organisational development, change initiatives and formal learning.
• Build partnerships and communities that advance capability development practice across agencies.
• Contribute to thought leadership, experimentation and practice innovation within CSC.
