Qualifications

  • Minimum 6 years of experience in organisational development, capability development or related fields.
  • Leadership experience with ability to guide and develop others.
  • Ability to translate priorities and insights into coherent strategies and implementations.
  • Strong diagnostic and problem-solving capabilities to address performance challenges.
  • Excellent stakeholder engagement, facilitation and relationship-building skills.

Responsibilities

Job description

What the role is:

You will be part of the Learning and Development Office (LDO), a corporate unit within the Civil Service College Singapore (CSC). LDO advances capability development and organisational learning across the Public Service. We work with agencies and partners to strengthen workforce and organisational capability through research, practice development, experimentation and strategic initiatives. This role is for someone who wants to shape how capability is built in organisations. You will work at the intersection of organisational development, capability development and workplace learning — helping stakeholders diagnose complex performance challenges, identify the right interventions, and strengthen practice across the Public Service.

What you will be working on:
  • Translate strategy, research and emerging trends into practical approaches that improve organisational capability.
  • Partner stakeholders to diagnose organisational capability, learning and performance challenges.
  • Develop initiatives that strengthen capability development practice across CSC and the Public Service.
  • Design and test interventions using levers such as workplace learning, communities of practice, organisational development, change initiatives and formal learning.
  • Build partnerships and communities that advance capability development practice across agencies.
  • Contribute to thought leadership, experimentation and practice innovation within CSC.
What we are looking for:
  • Relevant professional experience – at least 6 years of experience in one or more areas related to organisational development, capability development, learning and development, performance consulting, workforce transformation, change management or organisation effectiveness.
  • Relevant leadership experience – prior experience in leading or managing a team, with the ability to guide and develop others.
  • Strategic thinking and execution – ability to translate organisational priorities, research insights and emerging ideas into coherent strategies, practical initiatives and implementation plans that advance capability development.
  • Diagnostic and problem-solving capability – ability to identify root causes and systemic drivers behind organisational and performance challenges, and shape appropriate interventions.
  • Stakeholder engagement and influence – strong facilitation, communication and relationship-building skills, with the confidence to work across multiple stakeholders and perspectives.
  • Adaptability and judgement – comfort working with ambiguity, complexity and evolving priorities, while exercising sound judgement on what will create practical value.
  • Learning orientation and curiosity – interest in staying updated and sharing with others on how organisations learn, adapt and improve performance.
  • Partnership and practice-building orientation – experience building partnerships, communities, cross-organisational initiatives or practice networks will be an advantage.
