  • Manage content portfolio development, curation and publishing with editors, institutes and vendors.
  • Support user-centred product development by defining requirements and use cases with the Product Team.

Job description

What the role is:

Support the Director, Digital Learning Ecosystem (DLE) Business Strategy, in shaping and executing the business strategy for the DLE. The role supports enterprise-level DLE strategy, including LEARN business model and portfolio planning.The role translates CSC's performance-led Learning & Development (L&D) strategy into actionable content and product initiatives. It supports the Director by conducting strategic analysis and developing options on portfolio choices, business model implications, agency needs, product investment priorities and trade-offs for management consideration. It brings together user insights, content development, stakeholder partnerships, product enhancements and performance analytics to improve the relevance, adoption and impact of digital learning across the Public Service.

What you will be working on:
  • Support DLE strategic analysis, planning and execution - Work closely with the Director to translate the strategic direction and priorities for the DLE into coherent plans, initiatives and delivery roadmaps. Undertake analysis and develop options and recommendations on portfolio choices, business model implications, agency needs, investment priorities and key trade-offs for management consideration. Surface emerging user, content and technology trends to inform decisions.
  • Shape and implement content strategy - Develop and translate the content strategy into initiatives that strengthen the relevance, reach and sustained use of digital learning content across LEARN and adjacent products.
  • Develop actionable user insights - Design and apply appropriate user-research methods to understand user needs, preferences, behaviours and expectations. Synthesise quantitative and qualitative findings to shape content and product priorities.
  • Manage content portfolio development, curation and publishing - Recommend portfolio direction, identify gaps, establish editorial, publishing and quality standards, and commission or enable relevant content. Partner CSC institutes, public agencies, subject-matter experts and vendors to create, curate and publish high-quality digital content aligned with institutional goals and user needs, while content owners retain responsibility for subject-matter accuracy.
  • Support user-centred product development - Collaborate with the DLE Product Team to define the business problem, intended outcome, supporting evidence and priority for proposed enhancements. Translate user insights into clear requirements and use cases, while the Product Team retains ownership of solution design and delivery.
  • Strengthen stakeholder partnerships and adoption - Engage institutes, agencies, functional leads and other partners to understand capability and workforce needs and co-create relevant content propositions. Segment agencies by maturity, needs and adoption patterns to inform differentiated engagement, content and enablement approaches, and support the adoption of LEARN as an enabling infrastructure for workplace and continuous learning.
  • Measure outcomes and improve performance - Establish a coherent performance framework covering reach, adoption, utilisation, content effectiveness and, where feasible, application or capability outcomes. Analyse utilisation, satisfaction and content performance data; translate findings into recommendations; and use the evidence to support portfolio and investment decisions and continuous improvement.
  • Support portfolio governance and management reporting - Prepare clear analyses, recommendations, updates and papers for senior management and relevant governance forums. Integrate plans and dependencies, surface matters requiring decision, and track delivery progress, risks and strategic outcomes.
  • Manage and develop staff - Support the Director in setting priorities and defining the operating approach, and manage day-to-day work allocation and delivery. Coach and provide professional guidance to officers. Build capabilities in user research, content strategy, stakeholder engagement, product thinking and evidence-based decision-making, while fostering collaboration, experimentation and accountability.

  • Strategic judgement and business planning - Ability to frame choices, assess viability and resource implications, consider business-model issues, develop evidence-based, and translate agreed strategic intent into prioritised plans, workstreams, measures and deliverables.
  • Content strategy - Strong grounding in digital content strategy, curation, publishing and quality assurance.
  • User research and insight synthesis - Ability to apply qualitative and quantitative research methods, interpret evidence and convert insights into actionable recommendations.
  • Digital product and technology translation - Ability to work across business and product teams, frame user-centred requirements and use cases, and connect data, digital and AI developments to learning outcomes.
  • Stakeholder management and partnership development - Strong consultation, facilitation, influencing and partnership skills across internal teams, agencies, subject matter experts and vendors.
  • Performance measurement and analytical thinking - Ability to establish practical success measures, interpret adoption, utilisation and content performance data, and use evidence to improve decisions and outcomes.
  • Leadership and people development - Ability to provide day-to-day direction, coach officers, build capability and foster a culture of ownership, experimentation and continuous improvement.
  • Communication and management reporting - Ability to present complex issues and recommendations clearly and concisely to senior stakeholders and governance forums.
