Parsons is seeking a Traffic Engineer - Synchro Specialist in Riyadh, Saudi Arabia to develop, calibrate, validate, and apply Synchro and SimTraffic traffic operations models for intersection and corridor improvement initiatives. The role will transform field traffic data, roadway geometry, and existing signal information into reliable operational models used to assess deficiencies and compare potential improvements before field implementation. Working with traffic engineering, signal operations, roadway design, corridor assessment, and field teams, the Traffic Engineer will evaluate signal timing, phasing, coordination, lane use, geometric modifications, and other operational strategies designed to improve traffic flow across Riyadh 's urban road network.

Traffic Modeling Responsibilities
- Develop Synchro models for signalized and unsignalized intersections and coordinated arterial corridors.
- Build models using approved traffic counts, roadway geometry, signal timing information, and observed field conditions.
- Code lane configurations, turning movements, saturation flows, heavy vehicle inputs, grades, and storage lengths.
- Model pedestrian phases, signal phasing sequences, timings, offsets, and other relevant operational parameters.
- Calibrate and validate models using observed queues, travel times, saturation conditions, cycle observations, and other available field evidence.
- Maintain disciplined assumptions and quality checks throughout model development and calibration.
- Keep organized model files, version histories, input data, calibration notes, assumptions, and review records.
Operational Analysis and Optimization
- The Traffic Engineer will use Synchro and SimTraffic to diagnose existing traffic conditions and identify operational deficiencies affecting intersections and corridors.
- Analyze bottlenecks, split failures, queue spillback, progression problems, and capacity constraints.
- Assess potential interactions between adjacent intersections and corridor operations.
- Develop and test alternative signal timing plans and phasing strategies.
- Evaluate cycle lengths, splits, offsets, and coordinated signal operations.
- Assess lane-use modifications, turn restrictions, channelization, and minor geometric improvements.
- Optimize coordinated corridor timing to improve traffic progression.
- Evaluate strategies intended to reduce stops and delays and improve queue management across multiple intersections.
- Conduct sensitivity testing where demand, detector operation, signal control, or field conditions create uncertainty.
Performance Evaluation
- Compare improvement alternatives using appropriate measures of effectiveness.
- Evaluate delay, level of service, queues, stops, travel time, volume-to-capacity ratios, throughput, and progression quality.
- Quantify expected operational benefits of proposed corridor improvements.
- Identify constraints that may require additional design or investigation.
- Prepare clear before-and-after model comparisons.
- Develop technical exhibits, tables, timing sheets, and supporting narratives.
- Document analytical findings and recommended improvements for technical review.
Signal Operations and Field Coordination
- Work with Traffic Signal Operations Engineers to convert approved modeling recommendations into implementable controller timing plans.
- Support development of field-testing strategies for proposed signal timing changes.
- Participate in technical reviews with senior traffic engineers.
- Revise models based on quality-review comments and field verification.
- Support field validation of recommended traffic operations improvements where required.
- Coordinate effectively with signal operations, roadway design, and field teams.
Traffic Studies and Program Support
The position will contribute modeling expertise to both immediate operational improvements and longer-term transportation initiatives. Synchro analysis may be applied to traffic impact assessments, corridor studies, construction traffic analyses, and special-event planning where appropriate. The Traffic Engineer will also contribute to standardized Synchro modeling procedures, templates, quality-control checks, and documentation practices to support consistent analysis across the project.
What Required Skills You 'LL Bring
- Bachelor 's degree in Civil Engineering, Transportation Engineering, Traffic Engineering, or a closely related discipline.
- Minimum 4 years of traffic engineering experience.
- Substantial hands-on experience using Synchro and SimTraffic for intersection and corridor analysis.
- Demonstrated ability to build, calibrate, validate, and apply Synchro models using actual field traffic data and existing signal timing information.
- Strong understanding of signalized intersection operations.
- Knowledge of signal phasing, timing, coordination, and capacity analysis.
- Understanding of saturation flow, queues, delay, and level-of-service concepts.
- Experience evaluating signal timing and geometric improvement alternatives.
- Ability to clearly explain the operational effects of different improvement strategies.
- Working knowledge of HCM principles and their application within Synchro analysis.
- Ability to interpret signal timing sheets, controller phasing, lane configurations, turning-movement counts, and field observations.
- Strong analytical skills and a disciplined approach to modeling assumptions, calibration, version control, and quality assurance.
- Proficiency in Microsoft Excel, Word, and PowerPoint.
- Good written and verbal communication skills in English.
What Desired Skills You 'LL Bring
- Experience modeling congested urban arterial networks in Saudi Arabia, the GCC, or other large metropolitan environments.
- Experience with Vissim, HCS, SIDRA, ArcGIS, or other traffic analysis and visualization tools.
- Hands-on experience implementing or field-validating signal timing plans developed through Synchro analysis.
- Familiarity with adaptive signal systems.
- Familiarity with Automated Traffic Signal Performance Measures data.
- Knowledge of probe travel-time data and central traffic signal systems.
- Professional certification such as PTOE, PTP, or equivalent is an advantage.
- Arabic language skills are desirable but not required.
