Onbehlaf of our client, we are looking to hire a Tendering Manager to join their team in Riyadh.
Job Summary
To secure winningbids and increase revenues for the company through smoothly coordinating and managing the whole process of producing competitive technical and financial proposals that comply with clients’ requirements, while supporting the delivery of the company’s operational and business plans.
Responsibilities
- ReviewInstruction to Tender (ITT) documentation to ensure that no conflict ordeviations exist among and between the project requirements.
- Assignproject tasks to the various teams within the department to ensure the accuratedelegation of responsibilities for qualifying the project for awarding.
- Setand communicate short-term plans mutually with the teams within the departmentto clarify the needs and priorities of projects for timely and accuratepreparation and submission of pre-award documents; and to ensure that allsubordinated have studied the tender documents.
- Followup with subordinates on the pre-tender clarifications to be sent to theclient(s) regarding the interpretation of any clauses or parts of the tenderdocuments to ensure that the final submission fit within the frameworksspecified by the client.
- Supervisesubordinates in the cost estimation process, track progress, and intervene-whenever needed- to advise on the selection of suppliers and subcontractors.
- Liaisewith the relevant departments (mainly Planning & Cost Control departments)to discuss the required resources and the time schedule and cash-flow of theproject to ensure that submissions are made on time.
- Reviewthe final cost estimation of the projects and obtain the relevant approvalsfrom the Chief Executive Officer (CEO) and Chief Operating Officer (COO).
- Attendthe important pre-tender Client meetings.
- Overviewthe company’s responses to Request for Proposals (RFPs) by revising thetechnical and financial proposals before being presented to the client toensure that submissions are made to the required quality.
- Providethe baseline for setting the final budget for awarded projects.
- Ensurea proper hand-over process of the contract documents to the relevantdepartments (mainly Operations department) to ensure that all relevant projectinformation is neatly and clearly communicated.
- Reportto the top management the Tender department’s activities through presentingperiodical progress reports on the status of the projects’ cost estimation.
- Maintain regular contact with potential Clientsto handle effective pre- and/or post-tender negotiations.
Requirements
Education
- Bachelor’sDegree in Civil or Architecture Engineering.
Credentials
- Project Management (PRMG) is a plus.
- Training courses in Cost Control, Cost Estimation, andCost Management is a plus.
- International Project Management Association (IPMA) orProject Management Professional (PMP) is a plus.
- Master of Business Administration (MBA) is a plus.
- 10+ yearsrelevant experience.
- Working on projects that involved Cost Estimation,Resources Management, Scheduling, and Planning.
- Experience in Multinational Companies and/or injoint international projects is a plus.
